Well there are theories that Jack is like the Shogun of Wano Kingdom and Kaido is the Big Boss of Wano since Jack is under him (but it isn't confirmed yet). Raizo we know for sure is from Wano, and Jack is after him for some reason. So the Minks of Zou now do not like Raizo and Wano Kingdom since it is the reason they were invaded. Hope that helped :D
