I think they are both wrong. Seme is way too egoistic but uke doesn‘t communicate his thoughts. Seme seems to be someone who can‘t read others feelings and thoughts well and that‘s why uke needs to communicate more. Seme probably thought his behaviour was better than before since uke didn‘t complain recently. He probably though that their relationship was going well, because uke never said otherwise.
