I really like that guy. His one big flaw is his unwillingness to commit while also being so affectionate, because it sends mixed messages. However, if he can get over his aversion to commitment, he will be perfect for MC.
Every time I see the bandages on his leg I'm reminded of the fact that his brother chomped the shit out of him so he wouldn't run away.

I personally cannot stand the ex. I understand that he also went through a trauma and I feel very bad for his situation, but he cannot keep doing what he's doing to MC. He needs to just walk away and stop because it's only hurting MC and it's going to hurt his new bf and make him even more insecure.

Yes. It's a bad situation and Ex moved on (which is understandable). Then, he decided to stay in his new relationship when MC returned. That was a choice that he was entitled to make.
Now, if Ex really respects MC, he needs to stay away. He can't keep trying to be an important person in MC's life, like they're still together, but also have a new relationship and say he's moved on. MC is obviously not ready to have a friendship and so he needs to PISS OFF.
