coz if it counts from their graduation it means they're about 26 years old

I'm going to assume that either the year or level of schooling was translated wrong. He's only a couple years older than his high school aged brother and he is the age of majority because he can drink alcohol legally. He'd have to be anywhere from 21-22. His younger brother would be at least 18 since he can drive but then again I could be wrong.

as i understand it, they met at first year of high school so i figure that it's most likely middle school since in japan, they call middle school 'junior high school' that's probably the cause of your confusion. in the first chapter they mentioned 'sempai' so either they're freshman or sophomore at that time.
high school = junior and senior high school = 6 years. so if you are going to add 2 more years they are most likely 2nd year or 3rd yr college right now.
