Yeah, he needs to pay for what he doing right now, he's literally just taking advantage and not "taking responsibility" at all... He was told last chapter that all he has to do is touch Jinwoo and the fantasies stop. If you look at ch 11 when Sangtae suddenly yanks Jinwoo's pants down, Jinwoo goes to tell Sangtae that the fantasies stopped as a result of just Sangtae's hand brushing against him as he pulled his pants down. Unfortunately Sangtae started to comment on his dick size before he could get the words out, and then Sangtae started to fondle his balls and he stopped being able to function because of the pleasure.
