My memory isn’t very clear because I finished the novel a long time ago but I had the impression she was a red haired woman as well. I think it was pointed out in a scene further down in the novel.

Leah didn’t wear it and I think she asked to return the gift back but somehow the queen got the dress and wore it to the event. Later on during the luncheon ishakan poured a drink all over the queen to shame her for her act (that only leah ishakan and the queen were aware of not any other party). At that scene I was very sure that they mentioned her hair colour was red.
