When I read manga with plotlines like these..I always wonder how they could have endless supply of bullets when I could assume that almost everyone is dead and no one to make them... even if there are still survivors ...it's not enough manpower...

Typical Ken Akumatsu fashion, Kuroumarou probably wont make a definite decision until the last volume. Kind of like all his characters don't make final decisions until the last volume, if they make the decision at all.
