The while reason Moritat was created was so that Law could control Jesse..... If so I think the author made an unnecessary large circle (︶︿︶) Just what is happeneing?
We're in the process of finding out WHY he wanted to control Jesse to begin with. We need the background to decide whether Law's actions so far are justifiable or not.
How else are we going to take sides?
Moritat was already around even before Law knew about it....

Remember, when Jesse used "it" on Law, he used a pre-recorded video and Law only interpreted it based on his emotional reaction to what he was seeing. He could only manipulate the image with his emotions, but he couldn't change the image objectively.
The Moritat from the beginning of the story was far more developed, and was literally a virtual world they were in that was being objectively manipulated in real time by Law. Additionally, it was developed to the point where if the admin were to forget they were in the system, they'd all be trapped there indefinitely. The "Moritat" we know was far more dangerous than the VR helmet Jesse put on Law.
