And yeah dojun is partially blamed for what happened with chowon. There are a cause and reason why chowon became what he is now, and dojun is a big part of that. He is both a neglector and enabler since he knows what chowon did but stays silent because he feels guilty and only taking action when it happens to heesoo. So..
