The web novel was partitioned by parts followed by a dessert related title, then inside contains 18-20 chapters each. So it means each part have a story revolving around baking a particular desserts or sweets and it's highlight mostly by the end of the last chapter (I hope you understand).
The story mostly revolves around sweets creation, sweets ingredients sourcing or production, product development, industry development, territory development & management, magic, military & defense improvement, politics, war and lastly.. problems mostly revolving around Pastry the trouble maker / magnet for troubles ε=ε=(ノ≧∇≦)ノ
It's just a bit frustrating since the web novel story is way too far from the manga already.
The most interesting part of all is the territory given is not suitable for survival, it's like a desert place or land with hard soil unfit for growing crops and this untouched frontier territory was given by the king as a reward to Pastry's father, the hero of their country who saves the country at the brink of total destruction from the neighboring countries (The bad land was the result of harassment from other nobles for the king's reward of making him a territorial noble with lowest nobility title & land).
The hero eloped with his wife so they don't get any support from wife's noble family. At a time, they even live in tents since they are so poor while the reward money given was used up in developing the hard land (using tools, people, etc.). It was very hard since the hero was originally a knight not a farmer. He even resorted to being a hired mercenary for the nobles just to earn money, since no one wants to lend them money and they just takes advantage of him with harassment (over interest for lending money and underpay for wages) to redicule him.
It was few years after Pastry was born that the development of the territory began in the right direction with positive results using Pastry's previous memories' knowlege. Since Pastry's dream for their territory to be a land of sweets, so with years of hard work, he created / developed / acquired everything from scratch (including livestocks) just to create sweets & develop sweets industry for their territory. ٩(๑❛ᴗ❛๑)۶

There's a kind of harem called collector's harem, where mc surrounds himself with all kinds of women that like/love/admire him but he doesn't "pick" any of them... really like a collector. They have no romance but a lot of ambiguity that makes readers think: do they (girls) like him or just friendship? And mc meddles in things related to them all the time like a normal harem. So in a way it is harem... and to me it can be more annoying than normal harem. There's no reason for them all to be girls asides fanservice.
As someone who reads harem, I feel like I can weigh in. While yes, there are "collector's Harem" manga, You shouldn't confuse them with the "Dense protagonist" Harem manga. If he knows that they like him and does not want to make a choice, ONLY THEN is it a collector's Harem. A perfect example of this is "Tenchi Muyo" or "No need for Tenchi" in English. The guy discovers that his Grandfather was an alien prince and he ends up getting an alien Harem out of it. And they made sure that he knew how they feel from the jump. And every spinoff is the same way with a different format. Just thought that you'd like to know.
Also, I agree that manga that don't set themselves up to be harem, shouldn't be harem. If I want harem, I'll search for harem. Especially halfway through the series!
Sometimes I just want to see a cool adventure or underdog manga. So, yeah, unexpected harem is annoying. It's messed up when it doesn't fit the story and is just there for fan service. Gurren Lagann is a perfect example of fan service done right. It has its fan service moments but doesn't take away from the story. I like harem and fan service but there a time and place for everything.
In most cases I'd agree with you... but I think the dense protagonist harem is too specific to apply to most of it... because most of them are not really dense but pretend not to notice their feelings to "keep peace" so... a collector's that acts like the dense...
Also... I include most of the manhwa harem in the collector's division... because it's not like the mcs are too dumb/dense to notice their feelings, he just doesn't care if they like him or not as long as they are useful to him in some way.
Actually more than that... I use it to describe the kind of harem where mc doesn't get intimate with the women around him. You see, there's a lot of comics where 90% of characters are females that like, admire, are interested and have positive feelings towards mc in general but don't actively hit on and get together with him... and a lot of people use this lack of romantic situations to justify it as not being harem. Even tho we know that if mc confessed to any of them they'd accept. The best way to categorize it to me is the collector's harem... mc keeps them all around (in the collection) but doesn't get romantically involved (uses) with any of them...
But if you have a better term for it is good too... honestly I use it cuz many people get the concept of keeping a lot of it but not using it better... like people that but 2 copies of a book, one to read and one to keep or 2 sets of magic/pokemon/yugioh cards... one to play and one as collection... ╮( ̄▽ ̄)╭
Yo... I found a new kind of harem I hate as much as the unexpected! The ones where at least half of it is the POV and focused on the love interests instead of focusing on mc and the plot... think about that arc of SAO that was all about Asuna and Kirito barelly appeared... not only are the women kinda annoying but it also feels like fillers os adds midst movie... it kinda breaks the pace/flow of the comic... even more so if it's advertised as action/adventure...
