Make it characteristically possible for Kotoko to leave Kuro or even distance herself from him because of something related to danger or whatever it is. JUST PLEASE. It physically, mentally, emotionally hurts for me to see Kotoko always the one giving affection and interest. If Kuro does not like her back yet, at least maybe make him suffer through something idk perhaps Kotoko treating him as just a coworker in their endeavour? Not a lover but make Kotoko treat him as just a friend or such.
