I think the seme was trapped in the cage to serve for the humans and because he was trapped, the humans sent him "plaything" to entertain the god. But God has never been happy because none of his partners love him until he met the uke. They love each other so their bond us strong and thus the god's power became strong that he can come out of the cage as long as he has the uke by his side and no one can stop them now. That's what I understand
