As reader we know he was rape, but from ML pov, the last thing he remember is uke being a psycho who enjoy enjoy pain and suffering. If I was in his shoes and don't have a reader pov, I would think the uke voluntarily participate in it.

Heewon is a prosecutor not a lawyer. He also canāt exactly blatantly block the police from investigating. He clearly treated Wookyung as a victim and tried to set the stage as such but things got out of hands. Probably because the other prosecutors had seen him hanging around blonde during their investigations before and remembered him frequenting the gay bar. Thereās only so much a single prosecutor could do and this is clearly the other prosecutorās and investigators BS. Heewon is clearly not even in charge of Wookyungās case.
