I have a question: are they speaking the same language? Because they seem to be communicating with each other pretty normally but sometimes the sheriff talks about not being able to understand him and the native not being able to understand the sheriff. Also the font is different for the 2 of them, which in manga usually means they're speaking different langauges?
Yes I believe they do but Fran can only understand a little of what Toto is saying because Toto is trying his best to speak English.

Yes they do not talk in the same language. Fran and Toto try to talk using sign language and draws. Also the original raw the manga uses 2 types of fonts = they do not talk the same language.
