Just my opinion but KR webtoons are more popular lately and have more freedom in storylines.
JP BL from what I've seen sticks to a 5 chapter rule and they're only lucky if it gets popular enough to get more chapters.
So most of the time you get plots trying to get resolved in 5 chapters when they REALLY need to be fleshed out more.
