it's traditional tattooing called tebori, there were no machines in past so they use needlestick tied to a bamboo stick and rapid hand movement to press the ink into the skin. it takes a very long time and multiple sessions. the sound effect is a little strange? it makes sha-sha sound and not slice
and it's very painful too, if we compare it to modern style.

I think there are certain cultures or traditions that would cut the skin to allow ink in or rub ink in, but I'm not really sure of where and I don't think Japan or east Asia generally had that tradition...

It had been completed in Japan as of July 2016(there were 3 volumes printed in Japan) but the old scanlation group suddenly disappeared which is why didn't get any updates for over a year. However, Panco-sensei decided to continue the series and it's coming back in the April 2017 issue of Gateau Magazine which comes out at the beginning of this month ^0^/. In the new chapter Yamato is now in college and Hirokawa is a second year and it seems like Hirokawa has made a friend.
