We have to remember that they have a history together where, for some reason, Na trusts him deeply and feels lost without him. You think he wasn't manipulating him into being a puppet for all those years? I think it's rather odd to narrow it down to just him being stupid when he clearly feels like Inhun is all he has. His refusal to disobey Inhun feels more like a desperate attempt to hang onto Inhun and keep his love. It's not simply a matter of him being dumb or smart imo, he's emotionally dependent on him. You can't fight that easily.
