For people who claim to be more intelligent, they sure are stupid. Gathering the ophans in an orphanage and giving them food, rather than them having to steal it, by default the area becomes safer. Not to mention that at an orphanage, orphans can wash themselves and wear some proper clothing. Spreading them on the streets make the image of the area worse.

The author got the romance part over with quickly, with a super happy ending (wife and kid), and then focused on the action. I wish all seinens could be like this. Having a romance after over 150 chapters can be such a drag.
