To my understanding she was always going to become leader cause their dad decided each kid's path when they were still young. Chiyoung was set up to become an enforcer simply because he met some requirements to do it but he never willingly signed up for job. Their dad definitely doesn't seem like the parent type so I imagine he didn't care about his kids liking each other as long as they were loyal to their clan and roles
