just started re-reading this, and there are plenty of hints that Ruve was being controlled by Jieun, and wasn't in his right mind when he sentenced Tia to death. for instance, in chapter 9 when Tia visited the temple, there's a scene where Ruve is shouting her name and telling her to open her eyes. you can't really see his face but it's pretty obvious that it's him, and it almost looks like he's crying
