well i mean with citrus, a pretty popular one id say, the main couple r step sisters no? at least whats i remember... even if they arent blood related its still insinuating that step sibilings arent real siblings. its just not good representation for wlw.. like at all.
Yeah, it isn't one of the best but it got popular because it was one of the first yuri series with a plot where it doesn't revolve around homophobia and doesn't deal with tragic end. The representation isn't that bad tbh, it's true the relationship is about step sisters but if you read it, you must know that the mcs got to be step sisters after they met and they were both teenagers when they got the news about the reamarriage of their parents. The plot isn't that great but what made it popular is the fact that it was very new and kinda refreshing when the manga came out.
But if you want to talk about the other very known yuri Mangas. There's "Girlfriends" by Morinaga Milk. One of the first yuri manga that made the yuri genre popular in occident. It's a must for every yuri fan. It was very popular when it first came out and has very good representation.
Yagate Kimi ni Naru is also a well-known yuri manga but here because of the writing and the plot and it got the best yuri anime adaptation too.
I'm a huge yuri fan and I haven't encountered that much of yuri mangas that fetishize lesbian relationship and a manga showing girls having sex doesn't mean that it fetishizes it (I'm not talking about hxntai manga or manhua/webtoon !). And yeah, originally yuri/shojo-ai mangas were about the purity of a romantic relationship between girls (i.g. Maria-sama ga miteru).
