I am sure as a veteran guide, he should know about why an Esper that isn’t guided can be out of control, and he is aware that his partner is an S grade. There were also small details like this on the previous chapters that made me wonder if he was supposed to be this dummy clueless super strong guide on purpose or if he is just out of touch from other peoples or society in general, smartwise on his work, but dummy in everyday life?
