Exactly what I thought, the blow he got from his lil sis murder fucked him up so much that his mind started get twisted and seeing how the lil girls that got abused reminded him of his sister and he started thinking the only way to save them is to kill them. What he went through is very despairing but of course it wont justify him kiling the innocent girls.
