
Instruments that play music have existed as early as the 13th century and since they live in a world with magicians, even if they didn't, the emperor could have simply got a magician to make one. Or you know, a blindfold would have done the job perfectly.
If we blame her for wanting to hear music, then we would have to blame the musician because none of this would have ever happened to him if he didn't play music. This would be extremely wrong. Both the musician (who played music) and the girl (who is a prisoner) have not directly caused the musician's eyes to be plucked out. If we decide to argue that being indirectly involved with no ill intentions is enough to put blame on someone, then you would also have to blame the musician as well :/
