The author just probably want to say that either whatever the tools you use (like buying a branded/pricey art supply), you will be good not because of those supply but because you practice and put an effort into it and that at the end of the day those tools, e.g pencil are replaceable.

In the pencil pov, that no matter how much you think you're helping someone, if they're done of you, you're no longer needed and you're no longer the way they wanted you-functioning properly (human thinks pencil broken) then you're just another trash to the bin.
