I feel people have an unfair double standard for small or cute/feminine semes. Haruto's behaviour is not much different from a typical seme. If he had looked like Kurose from Ten Count for example, I feel no one would complain about his actions. But I guess because he's not as conventionally hot, people put him to a higher standard.
I mean his actions still merit critiscim, but it's not that this kind of stuff is rare on BL, and people mostly seem to have an issue with it when it's a smaller or more feminine seme. Fumi from Elektel Delusion is also a good example of this.
