Not yet. He will begin to remember eventually. It’s probably good because Ines gets to have a companion who knows what she went through and the man who also can face everything with her. However, Ines never wanted Carcel to find out at all. She didn’t know for sure if their love could survive him finding out that she murdered her own child and all the other things.

Didn’t Ian mark Noah?? Cause Ian was accusing Noah of marking him but in the flashback it seemed like Ian did it….
Well, the alpha has to do the marking. It's not like the omega would pry open the alpha's mouth and crane his neck and forced his neck into the alpha's mouth.
Ian accused him probably not knowing that Noah had shown up not knowing he had manifested as an omega/or that Ian's rutting pheromones caused him to manifest (his was a late stage differentiation (super rare case)) and since Ian was in rut, didn't know who had turned up at his place and was high on pheromones and out of it when they had sex and since he hadn't invited Noah over nor acknowledged Noah's coming over he blamed it on Noah for showing up when he was in rut and was isolating himself.
I don't know how much is blame and how much just him being a douche about it.
