I think she's not taking action because she doesn't know anything. She doesn't know how the first prince is going to take action. She doesn't even know what's she's doing. In my eyes, she isn't going to seek power, but her only desire is to live. She can't directly regret the first prince since he's a prince. But we know with the tea and the other stuff, she's making it clear to him, she's not interested. The FL is very important to the first prince cuz in the first timeline, since why would he poison himself if she could be easily replaced.
