It could be that the blood that Past king found is Cecile's mother, which is pure blood.
and that's the theory goes that cecil is half then, stand.

and the other maids are pure too. there just hiding to conceal their identity

But then there's also the book!!!! they gave it to her right, how they know then?! ...
