So basically in ch 13, ms. Angel said that "mori's friend at the shelter" (rodina) left so she tried to track him in the direction of her home. The translations have been wonky with the pronouns lately that I had to look at the raws.

Ms. Angel is basically thanking Rider for safely escorting Mori. When she knew that Mori was missing from the shelter, she thought he followed Rodina, his friend who left with her mom, so she tried to track Mori in the direction of Rodina's house. She didn't know that Mori would actually go to her instead. She was looking in the wrong direction. That's about it.

Honestly i'm so impressed by the artist. Not only is the artstyle magnificent, but they also manage to push the story forward and convey emotions, especially of a non-speaking protagonist, without being heavily dependent on dialogue. From the perspective to the paneling, you can tell they put a lot of thought. They know how to maximize the utility of a visual medium. Kudos!

My theory on how this will end: the original goal won't be met (meet mom) but everyone will get a happy ending.
I say this because there's no mom at all. We already know that. The "mom" is someone mori yearned for after seeing his friend's mom and hearing other kids talk about adults. Either the mom is dead or mori isn't human at all. The fact that mori got a sponsor while his friend did not meant that mori had no guardian like the other kids in the orphanage. Also, mori was found in an abandoned building acting like a feral animal with no language skills at his age, so if the mom was still alive she better have a good reason.
I say everyone gets a happy ending only because in the cover, everyone is throwing mori in the air. It's a celebration, and celebration means happiness.
I also have a theory on the abandoned building and why mori might not be human. Maybe the abandoned building used to be a lab and mori was built there. If not, then there must be something there that was deemed dangerous cause I refuse to believe they sent their version of the SWAT just to capture a toddler.
Looked at the extras again and their childhoods/backgrounds are so different. Papa wolf grew up in an orphanage, sunglasses with his disabled parent, orange with a missing parent, and blue with a rich overbearing mother.
