In the novel, the big battle with Kemened, the catapults that nearly destroyed Leshak and his men, were Amboian. Amboia is super rich, technologically advanced, and hard to get to.... Also, Oz is super detached from real-world issues, so he might do anything, but the manhwa is kinda rushed and lacks nuance and detail.
