
For the kingdom itself, Dowun is the better option. No matter how sly and how much of an asshole he is, he is still a better fit, without him the Queen wouldn't be anywhere near the throne. But then again Baek Han/Hun ( I can't remember I'm sorry) provides care and love for the queen. Dowun only taught her to be a leader, a queen. He was strict, and give no care or love was in the relationship even when they're engaged. Dowun's first intention was to raise his clan's power, he was using her as a tool or a pawn, which thankfully she was aware of. Although he did kind of(?) developed feelings for her, he's still the same person, someone who wouldn't change.
Dowun provided the queen with power and a reliable and crucial source for her rising into the empire, but he was cold, strict, and uses her as a pawn. While the bodyguard provided her with care, love, and affection despite being only her bodyguard. Both have ups and downs and if you ask what I want to see in the ending is a bonus chapter of a 'what if" she was with the bodyguard or stood side in the empire with Dowun. Nonetheless, Dowun did hide Jayang, I wouldn't trust him. Both Dowun and the bodyguard have different things that can be provided to the queen, I wouldn't blame her for feeling conflicted, on one hand, she has to marry her fiance, Dowun. Who use her as a pawn and the other side she has to keep boundaries between her and the bodyguard because it could ruin her status despite getting the care she longed for, which is sad. But then again, I'm not the author or the character in the story, I can't say much about it.
