I think, it just how the way the uke is. Every uke's in other manga or manhwa that I've read so far always say's the same things, like 'no' 'stop' 'i cant' so I think this is pretty normal for me. Also look at the expression the uke have in the last panel. He's cute and like he's sulking that his seme's gonna be away. So I think this isn't rape rather he enjoyed it and just his mouth naturally says those 'no' 'stop' 'i cant' words.
