I don't think Jooni's impulsive, I think he just has an anxiety disorder/PTSD (coming from someone who has PTSD) because like the scene where he tackled Siwon outside and slapped him was because he was having a flashback and he was talking as if he were back in that state of mind. Ofc that doesnt excuse him hurting Siwon and jumping to conclusions is still irresponsible, as it always is, but there is very much a reason for it y'know.
