If I'm not mistaken, shoujo is just a genre aimed at females with PG material, it doesn't have to have romance in it, similar to how a shounen doesn't have to have action in it. Not too sure tho
Yea shojo itself have meaning 'young girl' or 'maiden', and Shoujo genre is the genre that aimed at female audience, actually most of shoujo involve romance so people think Shoujo must be Romance.. but There's is some example for Shoujo without romance like 'Natsume Yuujinchou', 'Sabegabu', 'Hell girl'
