I think that's what he wants to spread chaos. As I watch everything play out this is also a bit similar to the finale in the first series of Black Butler; of course, it's very different and it is another work all of its own. It still has me guess though can't wait to see how everything is going to unfold.
I guess he tries to steal everything from o!Ciel. And btw Agni has a higher social status than Soma (Chapter 17 I think)
