It doesn’t really make a difference in his social standing at all he’s still a commoner. In stories similar to this where royalty/nobility befriends a commoner at most the commoner will become their maid so they can be close but Theo obviously can’t do that because they’re the opposite sex. The other option is to become a knight but since he’s still a child he can’t do that so the only way he could be close to her is by working in the palace.

I mean they could’ve had a lesser noble adopt him, so it would be natural for he and Chloe to interact. Then he could also pursue a knights rank without needing a noble sponsor (since he would be their son). And 8 is a little young to be a page (knights aid) but not super out of the norm.
