I think it was out of courtesy so she didn’t have to go alone? Cause he was her escort in the banquets(otherwise she would probably be gossiped about for coming alone or not dancing with anyone.)
So whereas he saw the moments he had with mc as a matter of being a gentleman, he felt like he could truly be himself with the sister, who he was talking with a lot more comfortably,
His relationship with mc made him seem like the ideal Prince Charming, while his relationship with the sister seemed more grounded in reality and natural.

More on this- if by chance he did like the sister then going with the FL (who he believed harbored no romantic feelings for him) would be way better than going with other girls who would probably assume the invitation was a sign of courtship. He was probably waiting to see if the sister felt the same before trying to court her since he held high respect for her and didn’t want to push her into a relationship.
