He's a regressor but lost his power to regress when the system switched to Moondae. Basically, cheongryo thinks that he can regress back with moondae if he kills him

It was attempted, he did not successfully kill moondae. Moondae beat him up pretty good when he escaped. It took a while before they talked again and moondae made him realize why he couldn't regress like cheongryeo so it's useless to try and kill him
