Yeah, I would call that torture from John's perspective. 'Cause if I attacked someone, and that someone reflected that same attack to me over and over and over that's how it would seem. But that's just taking the assailant side. He made him see what he did, if what he did was just, it wouldn't have hit him that hard, but what he did was horrible, and he was made to watch over and over the horrible things he just did.
The inspector didn't assault him, he made him submit! remember he wasn't brought there for good behavior and words aren't particularly effective on him.
John fears him because his oh so powerfull solution to all problems, which is violence, not only doesn't have any effect on the inspector, it actually backfires on him the more he rages.

And don't take me wrong, I also think the authorities handled John's case poorly. But my reason for it is totally different from yours. The inspector released him from custody with just John's submision, they didn't actually make sure he learned if what he did was right or wrong and why. Leaving John thinking that the cause of the problem was his ability, so he decided to stop using it, problem solved he thought. Well, guess again.
I find it brilliant that someone with the ability of that inspector is working on the authorities, that's a really usefull power to make wrongdoers see for themselves the things they've done and think about them to make them correct their ways.

Well, my original point was that it was unethical treatment (which it was, I irregardless of John’s own actions—you don’t help someone with force, you help them understand themselves, reflect, and help them modify their own behaviour that way). It couldn’t be considered counselling, which John sorely needs. So my point still stands. The authorities aren’t interested in helping John become better. And since the authorities are shaping up to be the antagonists or this story, I really don’t think the inspector is a good guy with good intentions. If he is, he and his ability are probably being used to further an agenda. Anyway, the psychologist in me is really bothered by John’s struggle. The boy needs help and he isn’t getting it. His society is against him so he’s lashing out. I feel for him.

I mean, imagine you go to a counsellor because you beat someone up (maybe your family is dysfunctional, you dad beats you, your mom has a drinking problem, whatever) so you have emotional issues you need help dealing with but you don’t get that help so you go to school and fight some kids. When you get referred to a counsellor, the counsellor beats you up to give you a taste of what you’ve done. How is that supposed to help you? It doesn’t. It’s abuse. Systematic abuse of the authorities accept that treatment. Hence, my stance of unethical treatment.

So, you saw inspector's counseling sessions as him beating down john until he yielded? You might want to read again chap. 104 and 105. As you describe it, what happened was only what john remembers which would be chap. 135. "Boy you have a lot to learn. You need to understand that your actions have consequences" Thats what those counseling sessions were about. Can't argue what is refused to be seen.
I also feel we got different views on what the inspector's ability is. It would seem you try to say his ability is mind control or brainwashing. I think it's more like Ghost Rider's Penance Stare were if innocent it doesn't have effect and when guilty it will hit with the same pain it was caused.
