first of all, op just asked if you could read because you seemed like you didn't understand the story. the empress made the harem not only to get revenge (which is honestly the last thing on her mind now and has not been brought up for lots of chapters) but because of the nobles pressuring her to get a consort, but then, if you remember, she countered this by saying that she was going to get a harem instead because getting a consort means giving too much power to a certain noble/family, so she chose concubines of different lineage and status. (the two commoners: black reaper, and merchant, etc etc.)
second of all, she can't just say or make a contract stating she doesn't want to consummate the marriage because then, that would lose the point of getting consorts. people think that she's consummating the marriage and that's what she's trying to go for in order to not shame the concubines and to maintain the status quo between the power of the nobles and the commoners. so no, she can't just make a contract stating she's not going to visit them or she doesn't want kids because then, the nobles would find out and she would lose power and the harem would be pointless. the harem was made to strengthen her hold over the empire. AND PLEASE, she got over her ex already. her priority is her kingdom. the reason why the ex was brought up because of the mystery about how his letters were getting blocked. that's it. she's literally done with that.
and as the empress, her priority is her kingdom and not her concubines. she's actually already very lenient and kind with them. and it's literally the 3rd day of their being concubines. of course she's going to not sleep with them much. she's still the empress. she has more important things to do like managing the empire and this isn't a smut manhwa. i suggest this early on to not expect smut scenes.
