Turns out furen has been reformed by uwamiya the top person and he learns why he's on the top and also other life lessons on being a good leader. The 1st arc was addressing furens past (the shadow) aka people that didn't agree with the reform. Were moving onto the second arc which is more on sakura's past and his parents/family situation.
