The best way would be to talk about it openly. From the limited info you gave, if you're certain that she is the culprit and she really can't resist stealing, it could be a compulsive disorder, a mild case of kleptomania, which could be small atm, but can escalate into a serious disorder. Not saying she definitely has it, but still a thing to take ......   reply

unfortunately you ll have to push her till she tells the truth. Maybe she s ill , kleptomaniac. But she has to confess to get cured. Ask her if she s ill, maybe she s ashamed to say that she s klepto. if she s not klepto after all, then you better break up with her because sooner or later she ll steal something big that ll get her into a prison. You have to break up with her. Who the hell threatens and gaslights their partner? People like that aren't gonna change, instead they get worse.
