Flash your high beams at them. Sometimes, they just need to know what it feels like.
This is especially true with gigantic American pick-up trucks that are on a raised bed and are mirror-finish black, but suspiciously have no mud on them. They also like to park in city parking garages that they can't maneuver in.
Their headlights are at my eye ......
