"I've seen worse" people using that to excuse a character's bad behavior. I get the ick everytime I come across those types of comments trying to make light of a horrible character. The reason bad behavior has been normalized is because people keep comparing it to the worst of the worst and thinking as long as it's not that worst version, it's stil......
