Please remember that it is NOT only about Masahiro'a physics able to defend Kousuke in terms of strength but the reason why minors aren't allowed is also because their mind is still prone to indecisiveness and hence is easy to manipulate. Especially those with history of neglect and mental trauma like Masahiro.
