The implication so far is that He’s not drunk, the prince just THINKS he is. He actually had been given some of that drug that the serial killer had been using on people which is why he’s dazed and follows instructions and also why he doesn’t remember literally anything from that night. Which, based on Rafael’s behaviour and the killers M.O. to go after ppl with black hair/eyes we can assume he’s the killer and he has some obsession with Louis so he had drugged him that night.
