I disagree with the notion of the blame being equal. To a certain extent Iro was careless but the responsibility partially fell on the boss to stop before things went too far. By the end of the scene, he was definitely in control of the situation to be able to stop. Both parties not consenting initially doesn't mean one fully conscious person could continue doing non-consensual acts on the other person, who is less conscious due to alcohol and relatively weaker.
