I think Noboru has matured and realized that the past is the past and they both are different people now. If I'm right this meet up will just be a sort of reconciliation. I don't think they'll be friends but at least not enemies.
If he forgave Hayato I think that's only a sign of IMMATURITY on Hayato's part. He never approached Noboru FIRST. Unless you think bullies getting their way is mature. Why not? It's the most popular opinion.
