A) The author is working on a Disney game called Twisted Wonderland. I imagine it's taking up a great deal of her time.
B) The magazine in which the chapters of BB are published gives her a limited amount of pages each month. They recently cut the number of pages she gets, so it forces her to release shorter chapters.
C) Life issues, the world imploding on itself, other things we don't know about her personal life.

Mhm. If you check out the wikipedia for it, she's credited for the character designs and concept. And the art is definitely Toboso's style; after I learned she was on the project, I started seeing a lot of artistic similarities to BB.
